PROCEDURE OF CANDIDATES REGISTRATION FOR  
EMPLOYMENT AT THE VESSELS UNDER  
THE FOREIGN FLAG  

Purpose:
Systematization of the process of candidates registration.

Sphere of application:
Limited Liability Company “Elena Shipping Agency”, users of services

References:
International Standard ISO 9001-2000; Quality Management Regulations ŃĚĘ-01/2003, chapter V.

Authorities and responsibility:
Director General – general responsibility, Personnel Inspector and secretary – procedure execution.

Procedure:
If a sailor applies to Limited Liability Company “Elena Shipping Agency” to be registered as a candidate for employment at the vessels under the foreign flag, it is required:

1. To check availability and validity of seaman’s passport and qualification documents in accordance with the check list. Registration is not to be carried out in case of absence of a document or in case of extension of the validity term of a document.

2. Candidate for a position of an officer should write his curriculum vitae and his service record in English with indication of the work place, taken position and name of the vessel. Initial conclusion about the candidate’s level of the English language and possibility for further testing is made on the basis of curriculum vitae written.

3. Candidate is to complete Application Form with attachment of the copies of all marine documents (Work Diploma, certificates, testimonials, sailor’s passport etc.).

4. Under instructions of the Personnel Inspector after checking of all the documents the secretary checks candidate’s knowledge of the English language through computer and after that Acting Director General checks candidate’s knowledge of the English language and after that Deputy Director General checks his knowledge of spoken language during personal conversation with the candidate.

5. Taking into account the submitted documents and test results candidate is registered in Company’s database according to his specialty and gradation as follows:
  • 1st class – full fitness; can take higher position (ISF 80% and more);
  • 2nd class – fitness for the position taken (ISF 65-80%);
  • 3rd class – not complete fitness; (ISF 40-65%); Candidates with the knowledge of the English language accounting to less than 40% according to ISF test are not registered.

    6. All documents of registered candidates kept in the database should be checked by the secretary every quarter and in case of extension of validity of the documents candidates get referrals to correspondent training for documents renewal. In case of failure of the candidate to appear his file is passed to the archivus.

    Copies of the documents in files-folders in accordance with the nomenclature of actions

    Attachments and documentation:
    Application Form, forms of Medical Report, Drug & Alcohol Test Certificate, Seaman’s Declaration, Standard of Competence.
